Meeting between IGF and ANEP to strengthen the fight against embezzlement of public funds – July 2023
As part of the fight against embezzlement of public funds and mismanagement of public finances and assets, the General Inspectorate of Finance (IGF) organized a meeting with the National Association of Public Establishments and Portfolio Companies (ANEP). This meeting, which was held on July 19, 2023 at the headquarters of the IGF, aimed to raise awareness among public officials of the importance of good governance.
ANEP brought together PCAs, DGs, DGAs and Financial Directors of State enterprises to raise their awareness of the risks of embezzlement and financial embezzlement. The IGF, for its part, presented to the agents the various measures put in place to prevent these fraudulent practices.
During this meeting, the Executive Secretary of ANEP expressed his gratitude to the IGF for its support in this process. He also expressed the worries and concerns of public officials regarding the framework of the IGF.
Gabriel Kabanangi, Inspector General of Finance and Head of Brigade, explained the reasons for the a priori and concomitant control of the IGF in the companies of the Portfolio and the public establishments. He stressed the importance of preventing slippages in management and ensuring compliance with legal and regulatory texts.
Among the objectives of the IGF, we find deterrence against any action of bad governance, follow-up of recommendations issued during previous missions, advice to public managers and improvement of the quality of governance. The IGF also seeks to mitigate the risks of fraud and waste of resources, while ensuring the regularity of management actions.
Jules Alingete, head of service at the IGF, reassured public officials by stressing that their supervision is not intended to trap them, but to support them in transparent and responsible management of public finances. He stressed the importance of this educational session to avoid the scandals observed in the past.
Since his appointment, Jules Alingete has made it a point of honor to raise public affairs managers’ awareness of good governance. Its objective is to reduce corruption and embezzlement of public funds, thereby contributing to the development of the Democratic Republic of Congo.
This meeting between the IGF and the ANEP marks an important step in the fight against the embezzlement of public funds in the DRC. Thanks to these awareness and prevention initiatives, it is hoped that the management of public finances will experience a significant improvement, thus promoting the economic and social development of the country.
