The government of the Democratic Republic of Congo has just adopted a draft decree on the creation, organization and operation of the National Electronic Certification Authority (ANCE). This decision follows Ordinance-Law No. 23/010 of March 13, 2023 on the Digital Code, which aims to regulate the digital sector in the country.
ANCE is the digital trust authority in the DRC, responsible for guaranteeing the security, authenticity, integrity and non-repudiation of electronic exchanges and transactions. In this capacity, she is responsible for managing the national infrastructure for trust services, such as electronic signature, electronic seal, electronic timestamping, electronic archiving and electronic certification.
As a public establishment, ANCE is subject to the provisions of Ordinance-Law n°23/013 of March 13, 2023 on the Digital Code. Its main missions are to set the characteristics of the devices for creating and verifying electronic signatures, seals, archiving and electronic timestamping, as well as issuing and storing electronic certificates.
This decision strengthens the operationalization of the institutional framework of the digital sector in the DRC, thus contributing to the modernization and securing of electronic exchanges in the country.
