“Confrontation in Kasai Oriental: The authorities are trying to conceal poor management of public finances”

The delegation of finance inspectors sent within the framework of the IGF (Inspection Générale des Finances) in Kasai Oriental was confronted with opposition from the provincial authorities. This management control mission of Governor Patrick Mathias Kabeya Matshi Abidi was greeted with hostility, on the pretext that a control mission of the Court of Auditors was already underway.

Videos and testimonies of the scene have circulated on the internet, showing that the inspectors were evacuated manu militari from the Governorate on the orders of the governor, and that they were even threatened by the police present on the spot.

For many analysts, this reaction from the provincial authority raises questions about a possible desire to conceal mismanagement. It seems that the governor sought to camouflage the existence of bank accounts with dubious funds and whose destinations remain unknown.

This case also brought to light differences between the governor of Kasai Oriental and the first president of the court of auditors. Indeed, the latter declared that there was no mission of control of his institution in this province, contradicting the assertions of the governor.

The governor’s reaction was heavily criticized, with some even calling his behavior “gangster”. Members of his entourage, as well as executives and activists of his UDPS party, expressed their dissatisfaction and denounced his mismanagement.

It is important to emphasize that transparency and accountability in the management of public finances are crucial issues for ensuring good governance. Actions aimed at hindering control missions only accentuate suspicions and promote opacity.

It is therefore essential that the authorities concerned cooperate fully with financial inspectors and control institutions in order to guarantee transparent and accountable management of public funds
