Universal health coverage is a priority for the Democratic Republic of Congo (DRC). However, despite the recent creation of the National Council for Universal Coverage (CNCU), persistent challenges hinder the effective implementation of this vision of President Félix Tshisekedi. In this article, we will examine these challenges and propose solutions to improve the image of universal health coverage in the DRC.

1. Insufficient resources of the CNCU:
The CNCU, as the body responsible for universal coverage, is currently facing resource challenges. The funds available seem insufficient to guarantee optimal and efficient coverage for all. It is therefore essential to develop strategies to strengthen the resources of the CNCU and ensure sustainable financing of universal health coverage.

Proposal: The creation of a health fund
A key proposal to strengthen the resources of the CNCU and improve universal health coverage in the DRC is the creation of a “Caisse de santé”. This fund would be autonomous and complementary to the existing social security funds (CNSS and CNSSAP). It would make it possible to mobilize additional funds by levying a share of taxes and levies, with the aim of enriching the resources of the national health fund.

2. The importance of consideration:
Although universal health coverage aims to make health care accessible to all, it is crucial to find appropriate mechanisms to ensure fair compensation. By avoiding out-of-pocket payments that can impoverish households, consideration should be given to deferred payment methods that do not jeopardize hospitals and healthcare providers.

Proposal: Merging databases
To ensure fair and equitable compensation, it is proposed to merge the technical data of providers and beneficiaries of existing social security funds (CNSS and CNSSAP). This would provide a solid initial database for the new institution of the national health fund. Thus, a first phase of universal health coverage could be put in place for active workers, retirees and their dependents.

Conclusion:
Improving the image of universal health coverage in the DRC requires concrete actions to strengthen the resources of the CNCU, guarantee fair compensation and ensure sustainable funding. The creation of a Health Fund and the merger of the databases of existing social security funds are proposals that could contribute to achieving these objectives
