News: A damning report calls into question the management of Governor Beseane Nangaa
In a recently published report, the General Inspectorate of Finance (IGF) accuses the governor of Haut-Uélé, Beseane Nangaa, of serious financial embezzlement. According to the report, the governor allegedly illegally used anticipated tax receipts from Kibali Gold, totaling $2.75 million, without any documented justification in the province’s accounts.
Following the publication of this report, the synergy of civil societies in Watsa territory launched a call for ville-morte days to demand the reimbursement of these funds and the departure of the governor. The protests, which began on Wednesday, continued successfully on Thursday, crippling socio-economic activities in the region.
The population, aware of the impact of the governor’s actions on the development of the province, responded massively to the call of civil society. Shops remained closed, travel agencies and motorcycle taxi parking lots remained empty, demonstrating the population’s support for the demand for reimbursement of embezzled funds and the departure of the governor.
The president of the civil society sub-coordination in the Kibali sector, Étienne Mbari Constant, underlined: “It is the population’s money that is eaten for free. The population is already mature and we believe that they will continue to peacefully support our demands”.
The youth also welcomed the awareness of the population and called for maintaining the pressure until justice is done. Youth President Atafo Waro Lavie said, “I call on the people to maintain this peaceful attitude until we win our case.”
The IGF report highlights several other wrongdoings, such as the prohibited use of undocumented bank loans in the province’s accounts, the alleged embezzlement of central government remittance funds, non-payment of provincial officers and executives, as well as irregularities in public procurement.
These damning revelations raise serious questions about the financial and administrative management of Governor Beseane Nangaa. The population now expects concrete measures to restore justice and allow the development of the province.
