“The creation of a ‘Health Fund’: a solution to strengthen universal health coverage in the DRC”

The National Council for Universal Coverage (CNCU) created by the Head of State raises questions about its ability to ensure optimal and efficient coverage for all. Faced with the difficulties encountered in its operation and execution, it is time to reflect on solutions to strengthen this commendable initiative.

One of the proposals to guarantee quality universal health coverage in the Democratic Republic of Congo (DRC) would be the creation of a “Health Fund”. This would constitute major support and a source of viable resources to achieve the objective set by President Félix Tshisekedi.

To begin with, it is important to take into account the service providers, taxable persons and their dependents of the existing social security funds, such as the CNSS and the CNSSAP. These potential beneficiaries already represent more than 30% of the population, which makes them a solid base for the creation of this new fund.

By using the technical data of providers and beneficiaries of existing social security funds, it would be possible to establish an initial database for the institution of the national health fund. This would initially cover active and retired workers from the two social security schemes, as well as their dependents.

It is also crucial to consider solid financing mechanisms to ensure the viability of this fund. Considering that all citizens contribute indirectly through taxes and levies, it would be legitimate to allocate part of these resources to the national health fund.

The contributions of workers and taxable persons from existing social security funds could also be used as a source of additional financing.

It is essential to emphasize that health care is an integral part of social security and that it plays an undeniable humanitarian role. However, their high cost and the complexity of the resources required make them difficult to support.

This is why the creation of an autonomous and solid national health fund would be essential to materialize the vision of the Head of State in terms of universal health coverage. This would improve access to health care for all Congolese citizens, ensuring transparent management of resources and adequate coverage.

In conclusion, the creation of a “health fund” would be an important step towards achieving universal health coverage in the DRC. By using the existing resources of social security funds, merging data and putting in place adequate financing mechanisms, it would be possible to ensure quality coverage for all citizens.
