Title: “The National Council for Universal Coverage in the DRC: a step towards access to healthcare for all”
Introduction :
The creation of the National Council for Universal Coverage in the Democratic Republic of Congo (DRC) is a commendable initiative to ensure access to health care for the entire population. However, it is important to underline that challenges remain in the implementation of this policy. This article provides an analysis of the current situation and presents proposals to strengthen the effectiveness of universal coverage in the DRC.
I. Limits of the National Council for Universal Coverage (CNCU)
Despite the good intentions behind the creation of the CNCU, it is necessary to recognize certain limitations of this institution. First of all, the resources allocated to the CNCU are insufficient to ensure optimal and efficient coverage. In addition, technical issues surrounding its set-up and operation need further investigation.
II. Towards the creation of a “health fund”
To overcome the limitations of the CNCU, an interesting proposal would be the creation of a “health fund”. This fund would constitute a major support for the realization of the vision of the Head of State in terms of universal health coverage. By relying on the existing social security funds (CNSS and CNSSAP), which already cover more than 30% of the population, this health fund could gradually extend to the entire population by levying a share of taxes to finance its activities.
III. Fusion of data and resources
To ensure effective implementation of universal health coverage, it is essential to harmonize information on providers and beneficiaries of existing social security funds. By merging these data, the establishment of the national health fund would be facilitated, thus allowing universal health coverage for active workers, retirees and their dependents.
Conclusion :
Universal health coverage is a laudable goal for the DRC. However, in order to ensure its effectiveness and sustainability, it is necessary to make adjustments to the current National Council for Universal Coverage. The creation of a “Health Fund” and the merging of data and resources from existing social security funds would help strengthen universal health coverage in the country. This would help improve access to health care for all Congolese citizens, creating a more equitable society and promoting the general well-being of the population
