“Historic meeting between the ARSP and Civil Aviation: A crucial step for subcontracting in the aviation sector in the DRC”

The article is based on the successful meeting that took place between the Director General of the Private Sector Outsourcing Regulatory Authority and the Director General of the Civil Aviation Authority. During this working session, the two personalities clarified the questions concerning the collaboration between their respective institutions.

According to the Director General of the Civil Aviation Authority, relations between the two structures are solid. He pointed out that a letter addressed to the aviation companies was misinterpreted, thus creating opposition to the control initiated by the ARSP for the application of subcontracting rules in the aviation sector. He affirmed his refusal to allow airlines to oppose regulatory controls of civil aviation, stressing the importance of respecting the attributions of each institution.

For his part, the Director General of the ARSP launched an appeal for the collaboration of all the companies still hesitating to accept the control missions. He stressed that subcontracting concerns all sectors of the national economy and that control is necessary to identify subcontractors and ensure compliance with the law.

The article also mentions the complaints of subcontracting companies in the civil aviation sector who denounce the non-compliance with the law on subcontracting on the part of aviation companies. These companies point out that, contrary to current legislation and international practice, outsourcing activities at airports are carried out by the aviation companies themselves, thus putting the outsourcing companies at risk.

The Director General of the ARSP has undertaken to get personally involved in order to ask the authorities of the transport sector to enforce the law on subcontracting. Steps are already underway for a working meeting with the highest authorities in the aviation sector.
