The control of subcontracting in the private sector: A major challenge for aviation companies
The Private Sector Subcontracting Regulatory Authority (ARSP) and the Civil Aviation Authority (AAC) recently met to discuss the conditions of ARSP control within aviation companies in order to ensure compliance with regulations on subcontracting. This meeting made it possible to dispel misunderstandings and clarify the importance of this control to guarantee the compliance of companies.
Jean Ntshiumba Mpunga, Director General of the AAC, stressed the importance of this regulatory control in the civil aviation sector. He made it clear that airlines should not object to these checks as they are aimed at ensuring the safety and compliance of aviation activities. He also recalled that subcontracting concerns all sectors of the national economy, including aviation, where many services such as ticket sales, catering and handling are subcontracted.
For his part, Miguel Kashal Katemb, Director General of the ARSP, stressed the importance of controlling subcontracting in all sectors of the national economy. He explained that the objective of these controls is to identify the subcontractors and to ensure that they comply with the law in force. He also mentioned that the control is already underway in several companies in the DRC, and that it will be extended to other provinces.
This ARSP initiative is crucial to ensure the transparency, quality and compliance of services provided by contractors in the aviation sector. Indeed, the safety of passengers and the reputation of civil aviation largely depend on the quality of the services offered by these subcontractors.
In conclusion, the control of subcontracting in the private sector, in particular in the field of aviation, is a major issue in order to guarantee the safety and compliance of activities. The ARSP, in collaboration with the AAC, has taken measures to carry out these checks and ensure compliance with the regulations
