The conflict between Kinshasa and the M23 rebel movement continues to preoccupy the population of the Democratic Republic of Congo. While efforts are underway to find a peaceful solution, Lieutenant General Ndima Kongba Constant, Military Governor of North Kivu, denounces the “maneuver” and “ruse” of the rebels who enjoy the support of Kigali.
During a technical consultative meeting, the Military Governor highlighted the critical security situation in the territories of Masisi, Nyiragongo and Rutshuru. Despite the announcement of a ceasefire by the Heads of State of the East African Community and the African Union, the city of Goma remains surrounded by the actions of the M23 rebels.
Ndima Kongba Constant recalled the humanitarian consequences of this conflict, with hundreds of thousands of displaced people and thousands of students deprived of education. On the security level, he also condemns the repeated attacks by local armed groups, in particular the Mai-Mai, who are now considered as auxiliaries to the Allied Democratic Forces (ADF).
At the same time, the Military Governor praised the efforts of the coalition of the Armed Forces of the Democratic Republic of Congo (FARDC) and the Ugandan Army (UPDF) in North Kivu, in particular with the neutralization of three ADF leaders in the territory of Beni. However, he also denounces the reoccupation of certain positions by the M23 rebels, in particular in the chiefdom of Bwito, Rutshuru, and in the south-eastern part of Masisi.
Thus, despite the efforts made to find a peaceful solution, the security situation remains worrying in the North Kivu region of the Democratic Republic of the Congo
