The Importance of CENI Technical Adjustment to Ensure Fair and Inclusive Elections in the DRC

In the context of preparations for the presidential elections in the Democratic Republic of Congo, Justin Bitakwira, former Minister of Rural Development, raises a crucial point: the need for a technical adjustment of the Independent National Electoral Commission (CENI) in order to integrate the real opposition. According to him, it is essential to establish a minimum of consensus between the various political actors before the holding of the elections scheduled for December 20, 2023.

Bitakwira insists that previous electoral cycles in the DRC have always been resolved by consensus. He recalls the example of the crisis between the Tshisekedi regime and the Catholic Church and stresses the importance of finding solutions that bring together the stakeholders. He proposes in particular to install the delegates of the opposition within the CENI in order to stabilize the electoral process.

This recommendation is in line with the concerns expressed by the European Union, which has called for inclusive, free and transparent elections in the DRC. The EU acknowledges the criticisms and concerns of opposition political parties and civil society and urges the CENI and all stakeholders to work together to consolidate democracy and stability in the country.

Beyond the electoral issue, Bitakwira also addresses the issue of relations with Rwanda. He is convinced that some opposition factions do not realize that parts of the country are occupied due to an unjust war imposed by Rwanda. He encourages President Félix Tshisekedi to break diplomatic relations with Rwanda in order to protect the sovereignty of the DRC.

In conclusion, the technical adjustment of the CENI and the consensus between political actors are key elements to guarantee fair and inclusive elections in the DRC. In addition, the question of relations with Rwanda remains a major issue for the stability of the country
