The path to free and transparent elections in the Democratic Republic of Congo (DRC) in December 2023 is gradually emerging. The European Union (EU), alongside other partners sharing the same values, is committed to supporting the DRC on this crucial path for the consolidation of democracy and stability in the country.
In a statement, the EU stresses the importance of the work of the Independent National Electoral Commission (CENI) and acknowledges the criticisms and concerns expressed by opposition political parties and civil society organisations. It calls on all stakeholders to work together to organize competitive, peaceful, inclusive and transparent elections.
In this process, the EU emphasizes the importance of guaranteeing freedom of expression, of the media, of assembly, of association and of movement. Any excessive or disproportionate use of force in response to peaceful demonstrations or arbitrary detentions is incompatible with the requirements of an honest electoral process.
Moreover, the EU strongly condemns hate speech and xenophobia at all levels. It calls on Congolese political actors to explicitly condemn these speeches and to oppose any action or attitude aimed at denigrating an ethnic group, a minority or a religious community. It is essential that those who incite or resort to violence are held accountable.
Finally, the EU warns against attempts at division based on ethnic, religious, linguistic, regional or origin grounds. These divisions will not be tolerated and could increase the risk of inter-ethnic violence.
The commitment of the EU and international partners for free and transparent elections in the DRC is an important step towards the consolidation of democracy and stability in the country.
