The European Union calls for inclusive and peaceful elections in the Democratic Republic of Congo

The European Union recently sent a strong message to the Independent National Electoral Commission (CENI) and to all stakeholders in the Democratic Republic of Congo (DRC). The EU insists on the need to guarantee fully inclusive, free, transparent and peaceful elections, essential for the consolidation of democracy and stability in the country.

In a statement issued by its High Representative, the EU recognizes the hard work carried out by the CENI. However, it also takes into account the criticisms and concerns expressed by opposition political parties and civil society organizations. Measures must be taken urgently to respond to them.

One of the main requirements of the EU is the full integrity of the electoral process, which implies the guarantee of freedom of expression, of the media, of assembly, of association and of movement. Excessive or disproportionate use of force in response to peaceful protests or arbitrary detentions is inconsistent with this requirement.

Furthermore, the EU strongly condemns any speech likely to create inter-ethnic tensions and lead to violence. It therefore calls on all political actors in the DRC to explicitly condemn hate speech and xenophobia at all levels. It is essential to oppose any form of action or attitude aimed at denigrating an ethnic group, a minority or a religious community. Those responsible for inciting violence must also be held accountable for their actions.

Finally, the EU recalls its commitment, alongside other partners sharing the same values, to accompany the DRC and its population towards competitive, peaceful, inclusive and transparent elections scheduled for December 2023. The EU was invited to observe these elections and intends to play an active role in this process.

It is therefore essential that the DRC implements the EU recommendations and works closely with all relevant actors to ensure truly democratic and peaceful elections. The country’s stability and development depend on it.
