“The Democratic Republic of Congo (DRC) is committed to competitive and peaceful elections in December 2023: the European Union ready to support the process”
In a context marked by the expectations of the Congolese population and the desire to consolidate democracy in the country, the European Union (EU) expressed its support for the holding of competitive, peaceful, inclusive and transparent elections in the Democratic Republic of Congo (DRC) in December 2023. The EU has expressed its readiness to work with other like-minded partners to support the DRC on this path.
The EU highlights the work carried out by the Independent National Electoral Commission (CENI) and takes into account the criticisms and concerns expressed by opposition political parties and civil society organisations. It thus encourages the CENI and all stakeholders to work together to guarantee fully inclusive, free, transparent and peaceful elections, which are essential for the consolidation of democracy and stability in the DRC.
The full integrity of the electoral process is a major issue according to the EU, which insists on the need to guarantee freedom of expression, of the media, of assembly, of association and of movement. Any excessive or disproportionate use of force in response to peaceful protests or arbitrary detentions is deemed inconsistent with this requirement.
At the same time, the EU calls on all Congolese political actors to expressly condemn and oppose hate speech and xenophobia. It is essential to put an end to any action or attitude aimed at denigrating an ethnic group, a minority or a religious community, and to hold accountable those who incite or resort to violence.
Finally, the EU strongly condemns speech likely to fuel inter-ethnic conflict. Attempts to divide based on ethnic, religious, linguistic, regional or origin criteria will not be tolerated.
The European Union’s commitment to the DRC in the preparation of the December 2023 elections demonstrates its support for the democratic aspirations of the Congolese people. This support, combined with internal efforts, will make it possible to establish credible elections and strengthen the country’s stability
