Title: Negotiations between Kinshasa and the M23: an impossible dialogue?
Introduction :
Since the resurgence of the M23 rebel movement in 2022, negotiations between Kinshasa and the armed group have been at the center of political discussions in the Democratic Republic of Congo (DRC). Sultani Makenga, the rebel leader of M23, recently expressed his willingness to pursue negotiations with the Congolese government. However, President Félix Tshisekedi said he would not negotiate with the M23, accusing Rwanda of being responsible for the instability in the east of the country. Beyond the negotiations between Kinshasa and the M23, there are regional issues that further complicate the situation. President Tshisekedi accuses Rwanda of supporting M23 and regularly attacking the DRC.
