The challenges of political news in the Democratic Republic of Congo
The Independent National Electoral Commission (CENI) of the Democratic Republic of Congo recently took an important decision that affects the ongoing electoral process. In a press release issued on July 2, the CENI announced the formal ban on the presence of agents of the Ministry of the Interior, Security and Customary Affairs in the offices for the reception and processing of applications (BRTC). .
The CENI’s decision is based on Article 211 of the Congolese Constitution, as well as Article 7 of the organic law governing the functioning and organization of the CENI. These provisions confirm the independence of the electoral institution and prohibit any interference by other state institutions in the management of electoral operations.
This decision highlights the CENI’s concern to preserve its independence and impartiality in the ongoing electoral process. By refusing the presence of agents from the Ministry of the Interior, the CENI shows its determination to ensure free and transparent elections, without any outside influence.
In addition, the CENI clarified that only agents of the General Directorate of Administrative, Judicial, State and Participation Revenue (DGRAD) will be authorized to be present in the offices for receiving and processing applications. Their role will be to provide candidates with the collection note for the application fees, which will then be paid into the public treasury.
This announcement by the CENI provides important clarification on the procedures for submitting candidacies and strengthens the confidence of political actors as well as the general population in the integrity of the electoral process.
It is also important to point out that the period for submitting and processing applications for the election of national deputies is set from June 26 to July 15, 2023. Thus, the CENI reminds candidates and political parties that no extension will not be granted beyond this deadline.
In conclusion, this decision by the CENI marks an important step in the electoral process in the Democratic Republic of Congo. By asserting its independence and establishing clear rules for the filing of candidates, the CENI plays an essential role in the organization of free and transparent elections. It is now up to Congolese political actors to respect these rules and actively participate in the democratic construction of the country.
