“East Africa strengthens its Regional Force with the arrival of General Kiugu to deal with instability”.

The East African region has seen a serious rotation at the head of the East African Community Regional Force (EACRF). After the resignation of Jeff Nyagah, General Aphaxard Muthuri Kiugu, a senior Kenyan army officer, took office on Thursday, May 18, 2023 in the eastern Democratic Republic of Congo, in Goma. This will no doubt strengthen the mission’s expertise, as General Kiugu is used to peacekeeping missions in the region, with experience as a disarmament, demobilization, reintegration and repatriation officer with the UN in the DRC in 2003 and 2004.

General Kiugu took office in a context of relative instability in the region, in particular the presence of the M23 rebels. However, since their deployment in November 2022, the East African Community Regional Force contingents have achieved significant milestones, such as the protection of civilians and humanitarian support in the areas of operation. The new Force Commander encouraged contingent commanders to continue efforts to ensure that the M23 withdraws from areas it previously occupied to designated localities in accordance with the Luanda roadmap.

General Kiugu ordered that the contingents operate in accordance with the rules of engagement and the status of forces agreement, while recommending the continuous review of tactics to remain effective in ongoing peace and stability missions. He underscored the need for cooperation and collaboration with all stakeholders in the region, including the various civil society entities, in order to be able to benefit from everyone’s ideas and efforts.

As General Nyagah’s resignation was partly prompted by political pressure and intimidation, this transition at the head of the East African Community Regional Force is a crucial moment for the mission. General Kiugu must ensure that the mission continues to progress despite the trials and challenges, while committing to work with stakeholders to ensure security and peace in the East African region
