The Commission for Civic Education and Electoral Observation (EDUCIEL) in the DRC calls for the publication of statistics of voters by electoral district, in accordance with article 39 of the law on the identification and registration of voters, reason for which it held a press conference recently to express his concerns.

During this event, Me Carlos Mupili, spokesperson for EDUCIEL, pleaded with the electoral administration to favor consensus when auditing the electoral register. The organization also calls for the possibility for Congolese not yet enrolled in areas dominated by armed conflict and whose data has been lost through machine breakdowns, to be registered on the electoral list.

Me Mupili believes that the reasons given for refusing the audit of the electoral register by the International Organization of La Francophonie (OIF), namely national sovereignty and the protection of personal data should not be excuses. He believes that the digital infrastructure of the CENI comes from abroad and that the revision operations of the electoral register and the grooming of the data are done in collaboration with South Korean technicians, which makes these reasons irrelevant.

EDUCIEL is an electoral civil society consultation framework bringing together nearly 30 thematic networks at the permanent secretariat level and more than 300 NGOs at the plenary level.
