The underside of the Société Anhui / Congo d’Investissement Minier (Sacim) affair is causing a stir in the Congolese socio-political world. For some independent analysts, the arrival of the current President of the Republic, Félix Tshisekedi, is at the origin of the discomfort of some crooked, selfish and hateful Congolese who thought they were untouchable. Ngoyi Kasanji, the former governor of Kasai-Oriental for 12 years under Joseph Kabila, is said to be among those who let Congo lose all its due in the Sino-Congolese Sacim partnership.
The partnership provided for an equitable sharing of 50% for each of the parties, that is to say, China 50% and DRC 50%. However, until President Tshisekedi’s accession to the highest office in early 2019, this was not carried out. In the past, all the production was sold outside the country and the share that was supposed to go to the DRC benefited more a “monster” who was very determined to see the Congolese living in the Kasaï space languishing in a black forest of misery. .
In order to overcome this injustice, the Head of State and his government have created Tenders which should place the country in the perspective of the installation and development of a stock market for mineral substances supervised by the Center of Expertise, evaluation and certification (CEEC). However, some Congolese, like Ngoyi Kasanji, are not satisfied with this reform.
Indeed, Ngoyi Kasanji, the Almighty Governor of Kasaï-Oriental for 12 years under Joseph Kabila, was the owner of a mining company called SOGEWIZ, operating in the perimeter of Miba. Said company did not pay any taxes or taxes and worse still, it did not even have a registered office. Thus, the decision to open the sale of Sacim’s diamonds with the creation of Tenders, formerly reserved for 4 national operators, could only annoy him: today, it is Congolese of all origins who invest in place.
Ngoyi Kasanji was known to support the old regime and the Kabila family in Mbuji-Mayi, but his gluttonous appetites for lucre have plagued the Kasai population with bloody crackdowns on anti-Kabila protests. The massive refugees of young Kasaians to the capital Kinshasa and Lubumbashi were caused by the monopolization of all the mineral wealth of the province by Ngoyi Kasanji who worked for the prosperity of a well-known “monster” who became a billionaire according to several sources.
In conclusion, the current government’s decision to reorganize the mining sector and put an end to diamond trafficking is not to the liking of some Congolese, including Ngoyi Kasanji who did lucrative business with the former regime. However, the creation of the Tenders has enabled Congolese of all origins to invest on the spot and should place the country in the perspective of the installation and development of a stock market for mineral substances supervised by the CEEC.
