Effectively manage the wage bill to improve governance and public finances in the DRC

Aimé Boji, Minister of Budget of the Democratic Republic of Congo (DRC), submitted on Friday May 5 the importance of the management of the wage bill during the weekly council meeting. The Minister pointed out that the evolution of the remuneration of public administration agents has become a crucial tool for evaluating the performance of governance and public finance policies in the DRC.

After the production of numerous technical reports, the Congolese government authorized the complete evaluation of the centralized payroll system. To this end, the firm ASSYST was recruited to carry out this investigation. In addition, the General Inspectorate of Finance (IGF) worked on an audit of the payroll circuit from the first quarter of 2020 to the first quarter of 2022. The two investigations aim to fight against traditional fraud and to rationalize the workforce paid as well as payroll.

The Minister reassured the population about the adaptation of a sustainable solution for the management of the wage bill being finalized. The government is working to speed up the constitution of the public administration reference file by completing the biometric identification of its employees, continuing the process of retirement underway, improving the systematization of sanitation operations the single payroll file, and others.

Controlling the wage bill is also a subject recommended by Congolese government partners, in particular the International Monetary Fund (IMF). Downsizing and remunerating public administration employees in the DRC are key measures that will help improve public finances and tackle legacy abuses
